While the report also says that a large portion of residents possess a bachelor’s degree thus strengthening the state’s economy, California has a 12.4 unemployment rate, according to the U.S. Bureau of Labor Statistics.

The crime rate in California is about 6 percent lower than the national average, according to the most recent statistics available from the National Institute of Corrections. While property crimes accounted for about 85 percent of all crimes in California in 2008, the remaining 13.7 percent accounted for violent crimes, such as rape, murder and assault. According to the Institution, violent crimes committed in California are about 10 percent higher than other states. The cities with the most cirminal activity are Oakland, Richmond and Compton. Some of the safest cities include San Jose and San Diego. While the Corrections Standards Authority is responsible for inspecting the 127 jail facilities located within the State of California, the Department of Corrections and Rehabilitation — with its staff of more than 3,500 — manage the 173,670 inmates dispersed within 99 different prison facilities. According to the Institution, not only is California home to one of the highest concentrations of parolees and probationers, but the annual cost per inmate is $45,045, about 36 percent more than what the national average taxpayer spends.
