The report did say, however, that Tennessee ranked fair in overall school performance, mainly because of its consistent commitment to raising funds for financially needy students. According to the most recent statistics available, in 2008, about 31 percent of students were enrolled in a community college, 42 percent in a public four-year college or university, and 23 percent in a private four-year institution.

The crime rate in Tennessee is approximately 53 percent higher than the national average rate, according to the most recent statistics available from the National Institute of Corrections. Property crimes such as home burglaries and auto thefts accounted for about 85 percent of all crimes in Tennessee in 2008. About 19 percent accounted for violent crimes such as rape, murder, assault and aggravated assault. According to the Institute, the violent crime rate is about 37 percent higher than other states. Among the most crime-ridden cities are Memphis, Nashville and Chattanooga. Among the safest are Murfreesboro and Clarksville. While the Tennessee Corrections Institute is responsible for managing and inspecting the 22,253 inmates dispersed within 107 jail facilities, the Department of Correction operates and manages 12 prison facilities and 26,369 inmates; the remaining three prisons are privately operated. In addition to having one of the lowest percentage rates of incarcerated adults, Tennessee also has one of the lowest percentage rates of probationers and parolees, according to the Institute.
